Examples of Video Tutorials in action from public libraries:

Westlake Porter Public Library Small Bytes: This library has an entire section dedicated to video tutorials that range from how to use library services to how to use common office software such as excel. It seems like they have made this a regular place for patrons to learn new skills as well as how to use their library's website.

Terrebonne Parish Library in Louisiana has a collection of video tutorials for their databases on the front page of the library's web site: http://www.terrebonne.lib.la.us/
The current one is on Mango Languages. The whole collection of instructional videos is available to patrons who click on "Online Databases" and click on "instructional YouTube videos" at the top of the page. (You can shortcut to it here: http://www.terrebonne.lib.la.us/videos.html )
